The Federation of Canadian Municipalities (FCM) is the national voice of municipal governments, representing the interests of cities and communities with the federal government. FCM’s Strategic Plan calls upon FCM to work collaboratively to:

  • a) expand national understanding and support of the role local governments play in meeting national objectives;
  • b) shape the national agenda by influencing decision-makers and opinion-leaders to ensure that the interests of municipalities are met or exceeded;
  • c) build capacity and knowledge, thereby encouraging initiative and innovation, which in turn helps local governments rise to the challenges they face; and
  • d) share its knowledge and experience on the world’s stage, so that others may improve the quality of life in their communities.

FCM relies heavily on its digital communications channels (social media, website, email) to leverage its advocacy and program work with a range of stakeholders, to engage with members, and to share the lessons and expertise gained from program initiatives.

We are currently recruiting for a Digital Communications Officer. This is a contract position until March 2021.

Major Purpose

Under the general direction and supervision of the Manager, Digital Communications, the Digital Communications Officer implements digital communications/marketing strategies designed to engage audiences and enhance the visibility of FCM across corporate communications channels. The Digital Communications Officer will create and curate compelling written and visual digital content, manage content on social media accounts, design and implement social media and email campaigns and new website content, and prepare analytics reports. Evaluation of content reach, impact and results will also be critical.

The Digital Communications Officer leverages current best practices and emerging trends to expand FCM’s reach and impact across corporate communications channels, ensuring alignment with corporate standards and objectives. S/he will be called upon to provide social media guidance and training for program staff and identify opportunities to optimize communication within the digital space.

Key Responsibilities

  • Contributes to the development, implementation and ongoing evaluation of FCM’s digital footprint
  • Working collaboratively, plans and implements digital campaigns
  • Supports colleagues in the creation and dissemination of original and timely digital written content
  • Identifies and selects images, audio and video elements for content marketing
  • Provides input to new, user-friendly designs and graphics on websites, emails and social media, ensuring they are optimized for mobile platforms
  • Supports the team by conducting quality assurance across all digital assets — by testing forms, landing pages, and reviewing emails; ensuring that all content is error-free and fixing bugs when necessary
  • Develops and/or edits content for digital platforms in both languages and manages content dissemination on social media channels (Twitter, Facebook, LinkedIn)
  • Contributes to the development and posting of web content
  • Conducts regular analyses of web and social media usage and develops approaches to optimize uptake
  • Provides guidance, support and training to staff to foster engagement on FCM channels
  • Liaises with other members of the Policy and Public Affairs team on digital communications activities to ensure a coordinated, strategic and integrated approach
  • Ensures that digital communications plans and campaigns are aligned with corporate strategies, standards and objectives
  • May be called upon to participate in cross-functional teamwork for organizational initiatives
  • Post-secondary education in communications or a related field, with a specialization in social media or digital communications
  • Minimum of 5 years’ experience in a professional communications role with a digital communications focus including knowledge of best practices and emerging trends for social media and web
  • Proficient in the use of digital media platforms including, but not limited to: Twitter, Facebook, Instagram, YouTube, Google ads, Hootsuite, etc.
  • Experience in managing social media channels with large followings (10,000-plus) in both official languages
  • Familiarity with HTML and/or web content management systems, mass email platforms and digital asset management
  • Demonstrated experience with digital content production (copywriting, design, hoto editing, etc.) tailored to different audiences and across multiple platforms, aimed at expanding organizational reach
  • Experience in analyzing and tracking digital data and the effectiveness of campaigns and strategies
  • Experience in working for or with the municipal sector, or with an association or another member-based type of organization
  • Strategic thinking skills combined with a proven capacity for hands-on technical work
  • Strong knowledge in the areas of communications planning, project management, and quality assurance
  • Excellent planning and priority management skills
  • Strong adaptability and problem-solving skills
  • Capacity to work in a self-directed manner and demonstrated ability to work well within a team setting
  • Good interpersonal skills and the ability to exercise tact, discretion and judgment
  • Excellent oral and written communications skills in both English and French (bilingual)
