The Town of Cobourg is recruiting for a full-time Manager of Community Services.

Reporting to the Director of Recreation and Culture, the Community Services Manager is responsible for the development, maintenance and enhancement of the Town of Cobourg’s events, recreation programs and cultural services.

Duties and Responsibilities:

  • Develop and implement cultural programming opportunities and raise awareness of cultural offerings to residents and visitors
  • Plan, implement and evaluate recreation programs, day camps and other services that help to improve the quality of life for residents and visitors of all ages
  • Lead the planning, approvals, implementation and evaluation of community, cultural and sport tourism events
  • Initiate and oversee the implementation of new projects and policies relating to events, recreation and culture
  • Provide recommendations for operational efficiencies and improvements to the Director
  • Deliver presentations to the CAO, directors, management team, Council, stakeholders and other levels of government
  • Gather and research information required to write reports on various topics for Directors and Council
  • Initiate, coordinate and monitor the completion of research projects, feasibility studies, strategic planning studies, master plans, etc.
  • Monitor, prepare, analyze and provide recommendations regarding statistical information on program participation to better plan for future needs
  • Respond to public inquiries and complaints related to the facilities, programs and services and attend stakeholder meetings
  • Oversee the preparation, design, printing and distribution of the Department’s Community Services Guide as well as advertisements
  • Negotiate with and provide advice and assistance to community groups, sport organizations and local agencies interested in developing and enhancing new and existing community services and/or facilities
  • Lead and oversee volunteer development
  • Develop and maintain policies and procedures regarding financial management, customer service,facility allocation, and programming
  • Negotiate lease agreements with various users and terms of reference for projects and initiatives


  • Annually, work collaboratively to develop multi-year operating and capital budgets, including a user fee schedule, for the Director’s approval
  • Monitor carefully actual revenues and expenses for municipal programs and services and develop quarterly forecasts of projected financials to compare against the Budget
  • Manage the administration of the financial accounts and approvals of expenses related to programs,services, capital projects, grants and special events
  • Enhance the financial performance of programs and services and identify new revenue generating opportunities
  • Investigate, develop and implement new funding strategies and partnerships, including grant applications and sponsorships, with senior levels of government, service clubs and businesses

Human Resources:

  • Oversee and provide direction to the direct reports (as shown by the organization chart)
  • Provide staff direction and assist with the resolution of contentious issues
  • Motivate and support staff and hold regular team meetings for the purpose of coordinating activities and communicating policies, procedures and division initiatives
  • Administer the terms of the applicable Collective Agreements, in collaboration with Human Resources
  • Understand and ensure compliance of the Occupational Health and Safety Act and Regulations to ensure the health and safety of their direct reports;understand and enforce the Town’s Health & Safety policies and procedures
  • Participate regularly in strategic planning activities and develop annual operational plans
  • Establish performance plans for each employee and conduct regular performance reviews
  • Engage in ongoing feedback with regard to staff goals, objectives and performance
  • Responsible for the hiring, discipline, dismissal, performance management and training of staff, in consultation with the Director of Recreation and Culture and the Human Resources Officer
  • Post-secondary degree in public or business administration, culture, parks, recreation, events management, physical education and/or a related field
  • Minimum five to seven years of related progressive experience, preferably in a municipal environment
  • A thorough working knowledge of recreational and cultural program development, design, delivery and evaluation for a variety of age groups
  • A strong background in financial management, project management, staff/volunteer supervision and community relations
  • Superb organizational and team building skills to supervise a diverse complement of full-time, part-time, seasonal and contract staff
  • Demonstrated ability to exercise discretion and tact and maintain a high degree of confidentiality at all times, complying with all applicable privacy legislation and local policies and procedures
  • Effective oral communication and strong interpersonal skills to deal with members of the public, staff, council and senior government
  • Demonstrated superior customer service skills that demonstrate cooperative/collaborative working relationships both within and outside the organization
  • Demonstrated ability to contribute to and build upon a positive and healthy work environment
  • Excellent written communication skills; attention to detail and accuracy
  • Demonstrated time-management skills with the ability to prioritize workloads and meet deadlines with minimal supervision
  • Ability to demonstrate initiative consistently as well as commitment to change management and quality improvement
  • Demonstrated proficiency in Microsoft Office, the internet and any other related software
Additional Information

Hours of work for this position are 35 hours per week. Schedule will include evenings, weekends and statutory holidays when required.
